1) Adhere to the Terms of Reference (TOR)
2) Understand the circumstances relating to the incident
3) Carefully review the investigation/cases
4) Understand intelligence collated and how it was used/disseminated
5) Produce a comprehensive report based on the detailed review
6) Achieve the deliverables set out in the SOW, within the agreed time period
7) Identify lessons learned and recommendations for future investigative processes, where required.
