Probation Reform Delivery
What is happening?
In 2019, the government introduced the Probation Reform Programme with a document entitled “The Proposed Future Model of Probation: A Draft Operating Blueprint“, a substantial feature is the decision to expand the role of the Probation Delivery Partners.
The organisations who win these contracts will now be delivering an increased range of services. In addition to Unpaid Work and Accredited Programmes, the delivery partners will also be providing all group interventions delivered under the Rehabilitation Activity Requirements attached to community sentences or as conditions of post-release supervision or parole.
Service Lines

At any given time RSR has over 300 probation service officers, probation officers, approved premises and unpaid work supervisors deployed on agency worker terms.
RSM publishes a market leading offender supervision and rehabilitation media title: Work With Offenders.
RSMS provides business process outsource services to the criminal justice sector. RSMS has a proven track record fully managed services to the law enforcement sector. RSMS provides these services currently to West Midlands Police, Surrey Police, The Metropolitan Police and Trading standards on a nationwide basis.
RSL is a market leading provider of education and training services to the offender management work community. We currently offer a free to access online and classroom based training course aimed at former Probation Officers and Probation Service Officers seeking to return to work, or simply in need of refreshing their skills.
IC provides offender intervention services via our unique digital intervention product the Intervention Hub. The Intervention Hub holds a catalogue of evidence based online interventions that helps people improve their knowledge and skills to deal with a range of issues or difficulties they may face. All programmes can be accessed as either a self-help tool or with a professional to guide users.
Current Partnerships
RSR Justice currently provide staffing services to the incumbent prime providers in the form of contingent labour to CRC’s nationwide. We are able to support new providers with recruitment of the following skillsets:
- Community Payback Supervisors
- Community Payback Managers
- Restorative Justice Practitioners
- Restorative Practice Managers
- Accredited & Non-Accredited Programme Facilitators
- Resettlement Case Workers
- Drug and Alcohol Workers
A number of incumbent probation providers are piloting the Intervention Hub. The Intervention Hub provides both custom-built and off-the-shelf learning platforms for our clients.
A recent survey of probation professionals using the Intervention Hub (2019) concluded that:
- 100% of professionals found it useful for working with service
- 100% of professionals would recommend using the Intervention Hub
Additionally, results as of June 2019 from young people directly indicated that:
- Over 80% would recommend the Intervention Hub
- Over 80% have found the Intervention Hub useful.
